Executive Summary

Artificial Intelligence (AI) technologies are rapidly redefining governance, conflict, economic systems, and the nature of human rights in the digital age. While AI presents unprecedented opportunities for sustainable development, health care, education, and peacebuilding, its proliferation—absent adequate regulation—poses serious risks: mass surveillance, digital discrimination, information warfare, and ethical collapse.

This report, prepared by the World Peace Center, outlines a rights-based, multilateral framework for ethical AI governance, rooted in existing human rights instruments, multistakeholder collaboration, and inclusive global policy design. It calls for urgent international coordination to ensure AI development remains aligned with universal human dignity, social justice, and long-term peace.


1. Introduction: AI and the Evolving Landscape of Peace and Rights

The convergence of artificial intelligence and global governance represents a pivotal moment for humanity. From automated decision-making in public services to autonomous weapons in conflict zones, AI is no longer a futuristic concern—it is a present geopolitical, legal, and ethical reality.

1.1. Dual Potential of AI

AI technologies are already contributing to:

  • Disaster prediction and climate adaptation
  • Precision medicine and epidemiological forecasting
  • Real-time conflict early warning systems
  • Enhanced access to education and humanitarian aid

Yet without robust normative frameworks, AI also exacerbates:

  • Digital authoritarianism and political repression
  • Algorithmic bias in justice and labor systems
  • Inequitable access to digital infrastructure
  • Global instability via weaponized AI and misinformation

The challenge is not merely technological—it is ethical, legal, and political.


2. Human Rights and AI: Key Areas of Risk and Responsibility

The deployment of AI technologies must be evaluated against the established corpus of international human rights law, including the Universal Declaration of Human Rights (1948), the International Covenant on Civil and Political Rights (ICCPR), and the UN Guiding Principles on Business and Human Rights.

2.1. Right to Privacy and Data Sovereignty

AI systems rely on extensive personal data—often collected through opaque or coercive means. Predictive analytics, facial recognition, and surveillance capitalism have blurred the line between innovation and intrusion.

  • Risks:
    • Government overreach in mass surveillance
    • Corporate misuse of personal data
    • Chilling effects on civil liberties
  • Policy Gap:
    • Only 137 countries have data protection laws, and fewer still enforce them with independence and transparency.
  • Recommendation:
    • Establish a global Digital Privacy Convention, building on GDPR principles (consent, purpose limitation, data minimization) and recognizing data sovereignty as a human right.

2.2. Algorithmic Bias, Discrimination & Inequality

AI decision-making has replicated and scaled historical discrimination, from racial profiling in predictive policing to gender bias in hiring algorithms.

  • Illustrative Case:
    A 2023 audit of a commercial AI-powered recruitment tool found significant under-selection of candidates with non-Western names or educational backgrounds.¹
  • Legal Gap:
    Existing anti-discrimination frameworks do not yet fully address automated decision-making.
  • Recommendation:
    • Mandate pre-deployment audits for high-risk AI systems.
    • Require disaggregated impact assessments along lines of race, gender, class, and geography.
    • Incentivize diversity in AI design teams.

2.3. AI in Conflict: Autonomous Weapons and Militarization

Lethal Autonomous Weapon Systems (LAWS) raise critical concerns about accountability, proportionality, and the erosion of international humanitarian law.

  • Current State:
    • Over 30 nations are developing or deploying AI-assisted weapons.²
    • There is no binding treaty governing the use of autonomous weapons.
  • Ethical Dilemma:
    Delegating life-or-death decisions to machines removes moral judgment and legal accountability from the chain of command.
  • Recommendation:
    • Support the establishment of a UN Convention on Autonomous Weapons.
    • Apply the Martens Clause and principles of IHL (distinction, proportionality, necessity) to all military AI.

2.4. Digital Divide and Global AI Inequality

Technological advancement risks deepening structural inequalities, especially between high-income and low-income countries.

  • Challenges:
    • Lack of digital infrastructure in the Global South
    • Barriers to AI research participation
    • Brain drain and tech monopolies
  • Recommendation:
    • Create an AI for Development Fund under the UNDP to support capacity-building in under-resourced nations.
    • Promote open-access AI tools and localized data stewardship initiatives.

3. A Multilateral Framework for Ethical AI Governance

The World Peace Center proposes a four-pillar framework for ethical AI governance grounded in peace, human rights, and sustainability.

3.1. Pillar I: Human Rights-Centered Design

All AI systems should be evaluated against the Universal Declaration of Human Rights, with a special focus on:

  • Non-discrimination (Article 2)
  • Privacy (Article 12)
  • Freedom of expression (Article 19)
  • Access to information (Article 27)

3.2. Pillar II: Transparent & Accountable Systems

  • Implement Explainable AI (XAI) standards for all high-impact use cases
  • Require algorithmic registries and independent review bodies
  • Support development of open-source accountability tools

3.3. Pillar III: Global Institutional Cooperation

  • UNESCO’s AI Ethics Recommendation (2021) should serve as a baseline for global policy harmonization
  • Create a Global AI Governance Observatory under the UN to coordinate state and non-state actors
  • Ensure Global South leadership in standard-setting forums

3.4. Pillar IV: Peace-Oriented Innovation

  • Incentivize AI research for peacebuilding, post-conflict reconstruction, early warning, and diplomacy
  • Establish peace-tech incubators under regional blocs (e.g., AU, ASEAN)
  • Adopt conflict-sensitivity protocols for AI development in fragile states

4. Conclusion: From Ethical Principle to Peaceful Practice

Artificial Intelligence must not become the next frontier of geopolitical instability or inequality. Rather, it must be stewarded through global solidarity, shared values, and robust accountability mechanisms.

The World Peace Center affirms the urgent need to:

  • Integrate digital rights into core peace and security frameworks
  • Strengthen the international rule of law in AI regulation
  • Build inclusive, peaceful digital futures through cooperative multilateralism

5. Recommendations & Next Steps

For Governments:

  • Ratify a Digital Rights Charter for the AI era
  • Embed AI ethics boards into national digital governance frameworks
  • Harmonize domestic law with global privacy and anti-discrimination norms

For International Organizations:

  • Convene a UN Summit on Digital Rights and Peace
  • Launch a UN Special Rapporteur on AI and Human Rights
  • Incorporate AI governance into SDG reviews and peacebuilding missions

For Private Sector Actors:

  • Adopt the UN Guiding Principles on Business & Human Rights for AI supply chains
  • Fund and publish regular human rights impact assessments
  • Participate in multistakeholder oversight councils

For Civil Society & Academia:

  • Monitor AI applications for rights violations
  • Develop accessible education on AI literacy and digital empowerment
  • Advocate for marginalized communities in global tech policy forums
