Atrocities Against Civilians in El Fasher, North Darfur

The World Peace Center – Norway respectfully submits this Article 15

communication regarding alleged war crimes and crimes against humanity committed

by the Rapid Support Forces (RSF) and their affiliated units against civilians in El

Fasher, North Darfur, Sudan.

Attached are original, unedited video files and related documentation that provide clear

evidence of deliberate and systematic attacks against unarmed civilians, including

women and children. Some of the attached footage contains direct confessions from RSF

members admitting to large-scale killings of civilians and expressing intent to continue

such acts.

We respectfully request that your Office open a preliminary investigation and issue

arrest warrants against those responsible for these atrocities.

This includes the commander of the Rapid Support Forces, Mohamed Hamdan

Dagalo (“Hemedti”), his deputy and brother Abdul Rahim Dagalo, and all field

commanders directly involved in or overseeing these operations — including the

individual identified in one of the attached videos, named Al-Fatih (also known as

“Abu Lulu”).We further urge your Office to:

Open a preliminary examination, including a full assessment of command

responsibility and accountability;

Consider referral of the situation to the International Criminal Court for

further action and prosecution of those bearing the greatest responsibility for these

crimes.

content and are provided as confidential evidence for investigative purposes only.

Please treat this submission under Article 15 of the Rome Statute and initiate

appropriate steps for preservation of evidence, including relevant metadata, witness

protection, and digital forensics.

Additional supporting materials including metadata documentation, witness testimonies,

and forensic reports will follow as they become available.

cooperation in pursuit of truth and justice for the victims of El Fasher and Darfur.
